Phoenix Tailings picks Rochester for $375M US rare earth separation plant
Separation is the stage where the US is weakest. This plant targets that gap, but the timeline runs to 2028 and the oxide mix is still undisclosed.
What happened
Phoenix Tailings announced a $375 million commercial-scale rare earth processing facility, called Freedom Separation, at Eastman Business Park in Rochester, New York, MINING.COM reported on 20 October. The plant is designed to process more than 18,000 tons of mined and recycled rare earth feedstock a year and produce more than 4,400 tons a year of separated rare earth oxides at full capacity, with production ramping up in 2027 and reaching full capacity in 2028.
The site is part of Phoenix's $1.2 billion Freedom project, a separation and metallization platform that has a $500 million conditional loan commitment from the Department of War's Office of Strategic Capital, according to MINING.COM. New York will provide $3 million in performance-based tax credits, Reuters reported.
Our take
This is the kind of project the US supply chain actually needs. Separation, which turns mixed concentrate into individual oxides, is the gap between US mines and US magnet makers. Phoenix already makes metal in New England, so a separation plant would connect more of its own chain.
Caution is warranted, though. The loan is still conditional, full output is two years away, and the company has not said which oxides it will make, according to The Northern Miner. Whether it produces heavy rare earths will decide how much this reduces exposure to China's licensing.
Why it matters for AI infrastructure
NdFeB permanent magnets made from these oxides go into the motors, fans, pumps and drives that cool and power data centres, as well as the robotics and EVs riding the same build-out. A domestic separation stage reduces the risk that a Chinese licensing decision stops magnet production in the US.
For investors following the processing gap on our mineral pages, this plant would sit squarely in the separation step, the stage where concentration risk is highest.
What we're watching
- Whether the $500M Office of Strategic Capital loan moves from conditional to final
- Which oxides the plant will make, especially heavy rare earths like dysprosium and terbium
- Feedstock contracts for mined and recycled material
- Construction start and 2027 ramp-up milestones
